Prosecution Service: CVM Report Is Objective, Well-founded With Clear Recommendations
Sofia, January 26 (BTA) - The leadership of the prosecution service said Thursday that the EC report under the Cooperation and Verification Mechanism (CVM) is objective and well-founded with clear recommendations.
Its merit lies in a complex approach which takes into consideration the role of each of the institutions and underscores a need for concerted efforts and a constructive dialogue.
It states objectively that the pace and depth of reforms have been conditioned on a number of factors including adequate legislation.
It identifies justly as a significant step forward amendments adopted to the Constitution in 2015 and the Judicial System Act in 2016 and takes into consideration the contribution of the Justice Ministry for close cooperation with representatives of all professions. Thanks to the constructive approach of Justice Minister Ekaterina Zaharieva and her team legislative changes key to the reforms were prepared within a short period of time,
The report gives positive marks to the efforts of the prosecutors and investigators to the increased number of new cases under investigation and such sent to court with regard to corruption offences as well as the sustainable results achieved by the specialized prosecution.
The report observes correctly that the continued lack of convincing results regardless of organizational and legislative measures undertaken to improve the effectiveness of the prosecution is not limited to its internal workings, but involves all the institutions concerned in the different steps of criminal procedures.
