Corruption in Judicial System Mostly in Commercial Justice - Prosecutor General
Sofia, June 30 (BTA) - The corruption in the judicial system is mostly in commercial justice, Prosecutor General Sotir Tsatsarov said during a forum Thursday on fighting the grey economy. Tsatsarov stressed that this is very difficult to prove and that the practices are "very refined". He noted that the important thing for the business it to have predictable commercial justice.
Tsatsarov took a stand against the practice whereby employers nominate government institutions for their good performance. "This is an unusual idea but I hope that a time is reached when employers do not nominate government institutions," he said.
Tsatsarov said that modern legislation is needed to warrant the success of the fight against the grey economy. He confessed that sometimes he wonders which of the control bodies does exactly what, and that to find the answer, he resorts to reading their rules of work.
Tsatsarov said that 12 to 18 months elapse from the time of perpetrating a violation until the entry into force of the administrative act that sanctions it. The reason for this is not inaction, he said, but the organization of the administrative penal procedure. Tsatsarov said that the control bodies should be "armed with a short procedure, otherwise the grey businesses know that until they pay for their wrongdoing so much time will pass that they will either be declared insolvent or will no longer be at the same address".
The Prosecutor General urged for modernizing the provisions in respect of malfeasance in office. Tsatsarov said that talk has already started of corruption in the private sector. "Bona fide businesses are suffering - trade secrets are disclosed, trademarks are sold," he said.
